Prepared industry guidance on functional aspects of developing new nuclear power plants:

  • New Plant Development Program Model (NPDPM) – A comprehensive schedule and work breakdown structure (including task interactions and applicant decisions/actions) for overall development of a new nuclear power plant from project decision through plant operation.
  • Combined Operating License (COL) Model Program Plan – Functional analysis of COL application requirements, including technical requirements for COL application sections and the incorporation of ESP and DCD information into a COL application.
  • Early Site Permit (ESP) Model program Plan – Functional analysis of ESP activities for a greenfield site, including data collection, field data programs, analyses, and technical requirements for ESP application sections.
  • Siting Guide – Step-by-step process description for identifying and selecting a new nuclear power plant site that satisfies applicant business objectives as well as NRC requirements for the consideration of alternative sites. Provided support for developing a strategic/program plan for parallel development of new nuclear power plant units at their existing River Bend and Grand Gulf sites.

Also provided a comparative environmental impact analysis of alternatives.

Analysis of regulatory strategies for nuclear power plant development; services included analysis of various approaches to plant development and licensing activities in terms of benefits and risks and client business objectives.

Environmental analysis of international drug prevention crop intervention program.

Conducted a full-scope site selection study in accordance with the EPRI Siting Guide, including regional screening, identification and analysis of potential sites, aerial and ground reconnaissance, identification of primary alternatives, conduct of on-site preliminary characterization activities (e.g., geotechnical drilling and testing), and identification of a proposed site.  Services also included support to applicant meetings with NRC to clarify/justify the basis for selection.

McCallum-Turner has been very active in support of recent activities in the nuclear power renaissance. The firm has conducted site selection studies supporting applicant decision-making and 10 CFR Part 52 regulations for seventeen sites being considered for new nuclear power plant development, including 21 of the announced units. In addition to alternative site analysis and site selection decision support, the firm has provided expert testimony (e.g., before the supported client/regulator (NRC) interface for several of these projects.
